June 23, 2008 at The Meadows, Solvang

President Charlie Blair called the meeting to order at 7:03 p.m. All present recited the Pledge of Allegiance to the flag of the United States. Attendees were introduced.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of May 19, 2008 as presented.

CSDA Update: John Fox noted the annual CSDA conference will be held in September in Irvine.

CSDA Legislative Committee: George Emerson distributed worksheets on pending legislation noting CSDA’s position. Resolution of the State budget is still at a stand-off.

Goleta Cemetery District Lobby Efforts: Craig Geyer urged all of us to have a strong awareness of all the governments around us. He summarized the recent situation whereby pending legislation would require all cemetery district boards to have five members. The County Board of Supervisors was urging this change. As a result of Goleta Cemetery District efforts plus grass roots lobbying by other cemetery districts, the legislation was pulled.

LAFCO Update: Cathy Schlottmann noted upcoming LAFCO items include the Enos Ranch annexation to Santa Maria, the formation of the Santa Rita Hills CSD, an ad-Hoc committee will meet with Goleta Water District, and a legal challenge is expected regarding the Carpinteria Sanitary District annexation of the beach communities.

Chapter Website: Larry Meyer requested articles for posting on our website. He also cautioned about bank phishing scams.

Vector Ecology Task Force: President Blair summarized the recent meeting he attended of the Southern California Vector Ecology Task Force.

San Luis Obispo County CSDA Chapter Annual Meeting: John Wallace of Avila Beach CSD stated the Santa Luis Obispo County CSDA Chapter will hold its annual meeting on July 11, 2008 at 6:00 p.m. and invited interested people to attend.

Special District Selection Committee By-laws: President Blair briefly presented the ad Hoc Committee’s draft by-laws. After discussion, it was consensus to remove Robert’s Rules of Order from them. The motion to adopt the By-laws as is died for lack of a second.

Motion, second, unanimous, to delete the last clause in item 8, Nominations. (Delete: "although they have different duties and responsibilities)

Motion, second, unanimous, in item 3.C., to replace "should" with "shall" (Executive Officer shall send notices by mail to all eligible special district).

Motion, second, to approve the Special District Selection Committee By-laws as presented and modified tonight. The motion passed, 8 ayes, 2 noes, 3 abstain.

President Blair said he will circulate the By-laws among the districts.

Future Speakers: County Auditor-Controller Robert Geis will be the July speaker. Third District Supervisorial Candidates Doreen Farr and Steve Pappas will be the August speakers. County Clerk-Recorder-Assessor Joe Holland will be the September speaker.

Adjournment: President Blair adjourned the meeting at 8:05 p.m. The next monthly Chapter meeting will be held Monday, July 28, 2008 at The Meadows Restaurant, Solvang, California.
